MINUTES OF THE JOINT REGULAR CALLED MEETING OF THE TYE ECONOMIC DEVELOPMENT CORPORATION AND THE TYE INDUSTRIAL DEVELOPMENT CORPORATION, TYE TEXAS
THURSDAY, AUGUST 12TH 2021

The Tye Economic Development and the Tye Industrial Development Corporations met for a Regular Called meeting on Thursday, August 12th 2021 at 6:00 pm, at 649 Scott Street, Tye, Texas 79563.
- Call to Order – Danette Dunlap Vice-President of Board of the Tye Industrial/Economic Development Corporations called the meeting to order at 6:00 pm.
Members present – Danette Dunlap, Vada Childers, Barbara Kotrlik, Kenny Dry, Janie Ritter
Members absent – George Deffenbaugh, Ken Arnold
Others Present – Nancy Moore, Lena Minor, Mary McCarty, Marie McCarty
- Invocation – Given by Barbara Kotrlik
- Public Comment – At this time, any person with business not scheduled on the agenda may speak to the Board of Directors. No formal action can be taken on these items at this meeting. Citizens speaking time may not exceed three (3) minutes without the consent of the Board of Directors. – No Comments
- Discuss and Consider: Approval of joint minutes for both TEDCO and TIDCO from July 13th, 2021.
Motion made by Vada Childers to approve the joint minutes for both TEDCO and TIDCO from July 13th, 2021. Barbara Kotrlik seconded the motion. Motion carried.
- Discuss and Consider: Approval of financials for both TEDCO and TIDCO from July 2021.
Motion made by Janie Ritter to approve the financials for both TEDCO and TIDCO from July 2021. Vada Childers seconded the motion. Motion carried.
- Discuss and Consider: Adding a ceiling fan in the ATX Auctions warehouse.
Lena Minor from ATX Auctions briefly spoke about their desire to have the boards purchase and install a ceiling fan for the warehouse. Lena also stated that their customers get hot when they come to pick up their auction items.
After some discussion, Kenny Dry asked to go into an Executive Session.
The boards decided that an Executive Session was necessary under Section 551.072, Deliberations About Real Property, and Danette Dunlap announced that we were entering Executive Session at 6:14 pm. It was announced that the boards came back into open session at 6:46 pm.
Motion made by Kenny Dry not to precede with purchasing and installing a ceiling fan for the ATX Auctions warehouse, but ATX Auctions may purchase and install a ceiling fan at their own expense. Barbara Kotrlik seconded the motion. Motion carried.
Note: The Boards moved original item 8 to item 7.
- Discuss and Consider: Moving the Julian Morgan Museum from current location into the Small Business Incubator.
After some initial discussion, the boards felt like housing the museum items at the Small Business Incubator would not be a good decision because the items would take up space in the Small Business Incubator that could be rented and there was a possibility of the museum items bringing bugs into the office space. It was also discussed that the boards could partner with the City to purchase a storage container to house the items in and to partner with the City to install a construction fence for safety around the Julian Morgan Museum.
Motion made by Vada Childers to partner with the City to purchase a storage container to house the museum items and to partner with the City to install a construction fence around the Julian Morgan Museum with the cost of both projects being split equally between TIDCO (budget line item 6830 Projects General) and the City. Barbara Kotrlik seconded the motion. Motion carried. NOTE: At the September 13th, 2021 meeting, Vada Childers had questions about the motion she made and the way staff worded the motion in the minutes. Vada Childers thought her motion was to purchase the storage container only. Staff will bring this item back before the board at the October 2021 meeting for clarification.
- Discuss and Consider: Sponsorship for the Back to School Bash at Rister Park (goody bags).
Staff informed the boards about the Back to School Bash at Rister Park that will take place on Friday 8/13/21 and that Police Chief Jay Strong had asked TEDCO/TIDCO to donate/sponsor the goody bags for each child. Staff also informed the boards that the Back to School Bash usually has around 200 kids with the cost of each goody bag being $2.50 each. Since the bash is taking place so close to our meeting, the Back to School Bash fund will purchase the bags up-front and we would reimburse the Back to School Bash fund for the goody bags. Staff also informed the boards that we would be able to donate TEDCO/TIDCO pens for the goody bags.
Motion made by Barbara Kotrlik to sponsor the goody bags for the Back to School Bash with the amount not to exceed $500.00, with funds split equally between TEDCO (budget line item 6023 Advertising) and TIDCO (budget line item 6023 Advertising). Janie Ritter seconded the motion, Motion carried.
- Discuss and Consider: Proposed budgets for both TEDCO and TIDCO for the 2021-2022 fiscal year.
Staff presented the proposed budgets for both TEDCO and TIDCO for the 2021-2022 fiscal year and discussed a general breakdown of the numbers for the budget line items. Vada Childers asked staff to make a change on TEDCO (budget line item 6820 Sewer N. I-20 Projects) and move the funds to TEDCO (budget line item 6810 Projects General). Danette Dunlap also expressed that the boards should look into a revamp of the Facade Grants for TIDCO to lower the cost of each grant.
Motion made by Kenny Dry to table the item until the September meeting. Vada Childers seconded the motion. Motion carried.
- Adjournment: Motion made Janie Ritter to adjourn at 7:25 pm. Barbara Kotrlik seconded the motion. Motion carried.
