MINUTES OF THE JOINT REGULAR MEETING OF THE TYE ECONOMIC DEVELOPMENT CORPORATION AND THE TYE INDUSTRIAL DEVELOPMENT CORPORATION, TYE, TEXAS
MONDAY, AUGUST 12th, 2024
6:00 PM
The Tye Economic Development Corporation and the Tye Industrial Development Corporation met for a Regular meeting on Monday, August 12th, 2024, at 6:00 PM, at 649 Scott Street, Tye, Texas 79563 in Suite 111.
- Call to Order: – Janie Ritter, Vice-President of the Board of the Tye Economic/Industrial Development Corporations called the meeting to order at 6:01 PM.
Members Present – Janie Ritter, Barbara Kotrlik, Ken Arnold, Linda Parsons, Dannelle Flippo, Amye Amerine
Members Absent – George Deffenbaugh
Others Present – None
- Invocation: – Given by Cody Ellis.
- Visitor/Citizen Comments: – At this time, any person with business not scheduled on the agenda may speak to the Board of Directors. No formal action can be taken on these items at this meeting. Speaking time may not exceed three (3) minutes without the consent of the Board of Directors.

- Discuss and Consider: Approval of the joint minutes for both TEDCO and TIDCO from July 8th, 2024.
Motion made by Linda Parsons to approve the joint minutes for both TEDCO and TIDCO from July 8th, 2024. Barbara Kotrlik seconded the motion. Motion carried.
- Discuss and Consider: Approval of the financials for both TEDCO and TIDCO for July 2024.
Motion made by Amye Amerine to approve the financials for both TEDCO and TIDCO for July 2024. Ken Arnold seconded the motion. Motion carried.
- Discussion Only: Proposed budgets for both TEDCO and TIDCO for the 2024-2025 fiscal year.
Staff explained to the Boards that the budgets for the 2024-2025 fiscal year will remain the same as last year due to the fact that there is still not a quorum of City Council members. Staff stated that last year’s budget will end on September 30th, and the new year’s budget will begin on October 1st creating a brand-new year. This was a discussion only item and the Boards took no action.
- Discussion Only: Proposed investment policies for both TEDCO and TIDCO for the 2024-2025 fiscal year.
Staff explained that the Boards are required to have investments policies in place and adopt them annually. Staff mentioned that the Boards reviewed these policies extensively last year and Staff recommend leaving the policies unchanged for the new fiscal year, unless there were any errors that needed to be corrected. Linda Parsons pointed out that in Section 8 in both policies the word “received” was misspelled. Staff stated they would correct the issue in both policies before the meeting next month. This was a discussion only item and the Boards took no action.
- Discuss and Consider: Adding two additional portable restrooms at Rister Park with costs to be split evenly between TEDCO and TIDCO.
Staff explained that the Boards have equally funded two portable restrooms at Rister Park since May of 2021, and Staff would like the Boards to now consider adding two additional portable restrooms now that the park is getting used a lot more. Staff mentioned that the new Public Works Director is in the process of working to address the issues with the plumbing in the concession stand restrooms that have not been operational for many years, but it will still take some time. Staff stated that Can-Doo charges $314.00 per month for the 2 handicap units that we currently have, and that cost gets split evenly between both Corporations. After some discussion, motion made by Barbara Kotrlik to approve adding two additional portable restrooms at Rister Park with costs to be split evenly between TEDCO (Line Item 6820 Parks and Rec) and TIDCO (Line Item 6820 Parks and Rec) through the end of December 2024, or until Rister Park restrooms are repaired. Linda Parsons seconded the motion. Motion carried.
- Discuss and Consider: Sponsoring the Labor Day Celebration at Rister Park with costs to be split evenly between TEDCO and TIDCO.
Staff explained that Mayor Treadwell is planning to have a Labor Day Celebration at Rister Park on August 31st, and has asked Tedco and Tidco to look at sponsoring a part of the celebration. Staff recommend to the Board setting a maximum “not to exceed” amount, and to direct staff to work with Mayor Treadwell to purchase what is needed for the celebration. After some discussion, motion made by Linda Parsons to approve sponsoring the Labor Day Celebration at Rister Park for TEDCO and TIDCO, and set a maximum not to exceed amount of $1,000.00 per Corporation, with funds to come from TEDCO (Line Item 6820 Parks and Rec) and TIDCO (Line Item 6820 Parks and Rec), and direct Staff to work with Mayor Treadwell to purchase what is needed for the Labor Day Celebration at Rister Park. Barbara Kotrlik seconded the motion. Motion carried.
- Discussion Only: Executive Director’s report regarding current projects.
Staff mentioned that the Back to School Bash at Rister Park was a big success with a great turnout.
Staff also shared that all departments are still focused on day-to-day operations currently.
- Adjournment: Motion made by Ken Arnold to adjourn at 6:48 PM. Barbara Kotrlik seconded the motion. Motion carried.
